This course examines human trafficking through a comparative politics lens. We will explore why some states enforce anti-trafficking measures effectively while others ignore them, and analyze how political incentives and institutions shape both exploitation and the policies designed to combat it. Through case studies, debates, and policy simulations students in this course will learn how ethics, state capacity, and market forces interact to determine who is protected, who is criminalized, and why exploitation endures globally.
